Packaging comes from different sources. If it is recycled and shredded and they shredded materials that had an odor so will your packaging. It really depends on the type of packaging and what has happened to cause the odor. If it was exposed to bug spray or heavy smoke, you should throw it away. If not try an odor absorber first.
If it has just picked up a smell or odor then an odor absorber will work well. Place the packaging in a plastic bag and seal it with 2 to 4 odor absorbers for 24 to 48 hours and see if the odor is gone or at least not noticeable. If is is a normal packaging smell that you are objecting to, like the smell of popcorn packaging, the odors aborbers will work, but the smell over time will return.
Cardboard packaging odor, not caused from moisture, will work well with an odor absorber. If is is moisture then it will not work and the materials should be thrown away. There are products that are used for basement odor from moisture and that would be a first place to start.
I like to recommend Innofresh or Fridge it odor absorbers which has naturally actives charcoal and works great for odor elimination.
